It strongly suggests that we have no reason to believe that AIs are conscious, and cannot be so without some revolutionary advances in both neuroscience and technology. We would have to work out what it is about brains which allow their owners to be conscious, and then learn how to replicate it in a machine. We are currently nowhere near doing either. We don’t even know how general anaesthetics work.
Intelligence and consciousness are very different things.
